The Gun Control Act (GCA) has provisions for the Department of Justice and the Bureau of Alcohol Tobacco Firearms & Explosives to implement amnesty registration periods. There has only been one 90 day registration period (in 1968) and the only notice given was via bulletins in the Post Offices.
